Ian

I have had considerable input from ? and he has been extremely helpful in the budget setting process. I have had two meetings only with ?, one brief one to discuss cost pressures , one to look at nursing pay specifically. As you are aware, ? has been heavily involved in costing and as such has not had any time to become involved in the Service Centre, and has been off sick since his costing work was completed.

I was going to speak to you about ? role once all the budget setting process had been completed - I feel he has too wide a remit with his other roles to give me the input required to manage the budget effectively this year. ? can supply me with the data and information but is relatively inexperienced; I think the role of the Service Centre Finance Manager should be more about assisting the GM in the effective use of resources and working with the SDUs to manage their budgets. This year is going to pretty crucial and to be honest, I would welcome any help of a fairly senior level. Perhpas we can talk about how this could be achieved within the resources you have in Finance.

I am happy however, that ? has put in some ideas about how the CRPs can be achieved and I have had positive feedback from the BMs about his input. We are meeting with the BMs again this pm to go through where we have got to in preparation for our meeting on Tuesday.

Dear All

At a meeting I had with the Chief Executive yesterday he expressed some concerns about the role he felt that the management accounts staff were playing in the formulation of the cost reduction programme and the budget setting programme for 2000/01.

The Chief Executives concerns seem to relate to the question of whether the finance managers are playing a team role and assisting you in identifying areas of potential savings as well as contributing original ideas that will contribute towards a robust and achievable cost reduction programme.  In the meetings I have had with you all I have not detected any degree of dissatisfaction with the  financial support you have been receiving from your finance managers, or the way they are putting together your cost reduction programmes and budgets for presentation to the Chief Executive. However, it is clearly possible that I may have not picked up from you concerns that you have about the finance manager support you are receiving and as this is one of the issues that the Chief Executive has said he will want to explore at Tuesday afternoons meetings, I should be grateful if you could let me know any problems that you believe your are experiencing with the role your finance managers are playing  so that we can address these issues and deal with them in a constructive and corporate fashion.
