Subject: Elimination of 2000/01 deficits 

 

As you are all aware, I have been working on finding an acceptable means of

enabling the elimination of 2000/01 deficits.

 

The agreed solution is as follows:

 

   The RO will give the HA a temporary provisions adjustment for £237k

   (£102k plus £135k) which will increase the HA's resource limit for

   2000/01.  No cash will be made available in 2000/01.

   The HA will notify the Trusts that additional income (Epsom and St

   Helier £135k and St George's £102k) will be made available for 2000/01

   and that they should set up a debtor for the HA for the amounts

   involved.  The HA will set up creditors for the same amounts.  Thuis the

   Trust deficits will be eliminated

   In 2001/02 the RO will reduce the Trust EFLs by the £135k and £102k

   respectively and increase the HA cash limit (but not resource limit -

   resource already given in 2000/01) by £237k.

   The HA uses the cash to discharge the creditor position with the Trust.

 

This process should ensure that while the deficits are eliminated, neither

the Trusts nor HA are in a worse position than they were before.

 

Melvyn please forward this e-mail to Paul as I do not have an address for

him.  I have discussed this approach with him and he is happy with it.  The

HA needs to inform the Trusts in writing that it will provided addtional

income in line with the above asap so that auditors can be notified.
